Effectiveness and Efficiency Fund (E&E Fund) Manager’s Notes
Welcome to the first edition of Stewardship Ontario's "In-the-Loop"– a new e-letter for municipal recycling program operators and other interested stakeholders. In-the-Loop provides topical information about Ontario recycling and about Effectiveness and Efficiency (E&E) Fund projects that are underway or just finished. Stewardship Ontario’s In-the-Loop is a quarterly publication that will come to you free of charge, with news about your achievements and new developments in recycling. We invite you to read it, share it and send us your comments.

E&E Fund Project Update

City of Kingston Saves $250,000 with New Model Tenders and Contracts Tool
The City of Kingston helped create a model to develop, evaluate and monitor municipal recycling tenders and contracts. The Model Recycling Tender Tool streamlines recycling tender writing. John Giles, Kingston’s Manager of Solid Waste reports that using the tools to develop the City’s recycling collection and processing Request for Proposal contributed savings of $250,000 per year in the City’s new contract. MIPC’s Recycling Program Advisor Provides Expert Advice and Technical Support for All Ontario Recycling Programs
The Municipal Industry Programs Committee (MIPC) of WDO has hired Gary Everett as a Recycling Program Advisor tasked with identifying opportunities to increase the cost-effectiveness of Ontario’s residential Blue Box recycling programs and to help identify best practices. Gary will contact several municipalities to discuss some of the work MIPC is doing in relation to their recycling programs. He will also welcome your calls or emails about any issues that you may have identified. For instance, do you have a collection contract or tendering issue that you can’t solve? Or would you like a fresh look at your recycling tender? Maybe you are searching for better ways to improve the revenues you receive for your materials. With more than 20 years experience in the recycling industry including a six year term as Superintendent of Waste Reduction Operations with the Regional Municipality of Waterloo, Gary is primed to help you answer questions about all aspects of your municipal residential curbside or depot recycling programs. He will work with you on the phone or at your facility, providing information, advice and insight to get the job done.

User Pay Manual Now Available Online
User pay systems, in place in 123 of 195 Ontario recycling programs, are achieving impressive results including increases in blue box diversion that range from 9% to 50%. AMRC has just published a new manual on the different types of user pay systems with information about how the systems work, legislation and bylaws, financial considerations and other topics. The project team included Oxford County, the Region of Waterloo, Bluewater Recycling Association and Haldimand County along with AMRC. More E&E Fund user pay projects are in the works with a study of financial impacts starting soon. This Manual is available online, at the Stewardship Ontario and AMRC's websites. A précis version will be also be posted soon at the Knowledge Network including a general information package, FAQs and other program resources.

Event Update
The first Ontario Recycler Workshop held in the fall of 2005 was a great success with more than 130 participants, and we’re already planning a second one this spring. Please mark Thursday, June 1, 2006 on your calendar for the next all day workshop/webcast. Hosted again by WDO, Stewardship Ontario and AMO, the workshop is being held at the Crowne Plaza Hotel in downtown Ottawa. It kicks off with an evening reception on May 31st and runs through the entire next day, featuring in-depth E&E Fund project updates and a full afternoon workshop dedicated to "best practices" issues. New Project Funding Available to Municipalities through the Federation of Canadian Municipalities (FCM)
The Federation of Canadian Municipalities’ Green Municipal Fund (GMF) is opening a Municipal Solid Waste funding opportunity with $10 million in low interest loans and $2.5 million in grants, for municipal governments and partners with proposals to divert more waste from landfill. Funding for the loans is to be allocated on the basis of ambitious additional diversion targets and on other projected social and economic benefits – with conditions that a municipality needs to consider carefully before applying.
