Effectiveness and Efficiency Fund (E&E Fund) Manager’s Notes
Welcome to the second edition of In-the-Loop. This edition focuses on developments in projects supported by the E&E Fund in northern and in rural Ontario. It also provides more information about AMRC’s series of four Best Practices Consultation Sessions (also sponsored by the E&E Fund). Event Update: AMRC’s Best Practice Workshop Sessions Comes to Sudbury, Tuesday, June 27th
The Association of Municipal Recycling Co-ordinators (AMRC) hosted its first Best Practice Workshop Session on June 2nd in Ottawa. More than 60 participants in the session demonstrated the high level of interest in this issue and provided valuable feedback for continuing work in this area.

The second in AMRC’s four part Best Practice Consultation Sessions comes to Sudbury on June 27th. Following a one hour presentation/webcast, on-site participants will be invited to participate in working groups to address several topics of concern. Participants from Northern Ontario municipalities should contact AMRC for details about a subsidy that may be available to attend in person. Featured Projects
New Look and Expanded Content for Stewardship Ontario’s “Recyclers’ Knowledge Network”
In June, Stewardship Ontario enhanced the “Recyclers’ Knowledge Network” website with a new look, easier navigation and revised content. In addition to the Model Recycling Tender Tool, there are two new content areas - User Pay and Rural Recycling Depots - that provide reports, tips and techniques for implementing or improving these aspects of your recycling program.

Users can click on the map of Ontario to find out who the top Depot Performers were in 2003, use the “Knowledge Products” section to find out what works best in Rural Recycling Programs or click on the “Get the Best Price” tool to find out how to obtain best prices for your depot materials. In the “Grab and Go” segment of the depot content area, users may also download promotion and education graphics to help sell their depot programs.

If you have not had a chance to use the Knowledge Network, we encourage you to take a few minutes to find out what’s available and how you might use this resource. If you have already “dropped by,” please come back every now and again to use new content and features as they become available.

Northern Ontario Waste Diversion Strategy – Complete Report Available
Totten Sims Hubicki (Sault Ste. Marie) was contracted to report on “Best Practices in Residential Recycling in Northern Ontario” and on possible roles for interested stakeholders/funding partners in blue box recycling.

The study team contacted 12 municipal recycling programs operating north of Parry Sound. Programs were evaluated based on capture rate, cost per household, cost per tonne, capture effectiveness and E&E factor. The report, submitted in April 2006 includes recommendations on how to best invest E&E Funds in support of the Fund’s objectives of increasing blue box marketed tonnes and reducing overall system costs. It includes recommendations on future allocation of E&E Fund support for initiatives in the north, market issues and establishing effective communications mechanisms among northern programs.

Dryden Prepares for Start-up at its New Compaction/Transfer Station
The City of Dryden is nearing completion of a project to convert its MRF to a Transfer Facility. With $250,000 support from the E&E Fund, the city is adding "Transtor Units" and a compaction trailer to its depot site to enable compaction of mixed recyclables for hauling to a larger MRF at a distance. This project is testing and demonstrating a potential means of more economic diversion and processing of rural and northern recyclables. The City and its contractors are completing installation and testing of the compaction units. Following this staff training, the system is expected to be functioning by mid summer.

Spring 2006 Ontario Recycler Workshop
A second successful Ontario Recycler Workshop took place on Thursday, June 1st in Ottawa, attracting approximately 90 in person-participants and another 35 webcast participants.
