In early July, the E&E Fund marked
it second anniversary of operation. So far, we have approved 62
projects totaling $11.8 million in E&E funding – all
aimed at increasing municipal Blue Box recycling program performance.
In addition to local and multi-stakeholder initiatives, the E&E
Fund is focusing its resources on recycling ‘Best Practice’
issues and opportunities with a recently approved E&E Fund
commitment of up to $2.5 million. The funds are to be used to
identify opportunities and approaches to support municipalities
in implementing Best Practices. Stay tuned for more information
on this project in the coming months. I am interested in your
project ideas on this and other issues. As always, I welcome your
comments, thoughts and suggestions about the E&E Fund.

Update: AMRC’s Best Practice Workshop Sessions Comes to
Sudbury, Tuesday, June 27th
AMRC to Host Final Two Best Practice Consultation
Sessions in Toronto and London in September
The final two sessions of AMRC’s four-part Best Practice
Consultation series are taking place this week (Sept. 7) and later
this month (Sept. 29). These consultation meetings offer an important
opportunity for you to help define "Best Practice" activities
and costs in relation to Ontario's residential Blue Box recycling
programs. Participants may listen into the first hour of each
session by webcast or participate in the full day, including workshops,
in person. All participants are asked to register (at no charge)
with AMRC to attend in person or by webcast.

Next Ontario Recycler Workshop Coming to
Toronto in Early November
The fall Ontario Recycler Workshop (ORW) will be held at the Novotel
Toronto Centre (downtown Toronto) on Friday, November 3. This
full day session will feature E&E Fund project updates and
workshops on Best Practices. You will receive an email notice
when the online registration opens in mid-September. Accommodations
are available at the hotel at a group rate of $126.75 and will

Fuel Escalation Clause Added to Model
Recycling Tender Tool at the Recyclers’ Knowledge Network
The Recyclers’ Knowledge Network (KN) is an
online resource designed to enable Ontario municipalities to share
their recycling expertise. A key feature of KN is the Model Recycling
Tender Tool (MRTT) which helps municipalities develop better tenders
leading to more competitive bids and cost-effective recycling
contracts. A Fuel Escalation Clause has been added to the MRTT
to help municipalities address the effect of recent increases
in the price of oil on their recycling contracts. The clause provides
users with suggested wording and a formula that incorporates cost
of living increases and the impact of fuel cost increases while
avoiding double-counting.

E&E Invests up to $825,000 in New Optical Sort
Equipment at the Scarborough MRF to Help Address Single Stream
Fibre Quality Issues
With the support of the E&E Fund, the City of Toronto and
Metro Municipal Recycling Services have initiated a project to
improve the quality and value of the ONP stream at Metro Municipal
Recycling Services’ single stream MRF in Scarborough. The
project features installation and monitoring of optical sorting
machines to remove non-fibre materials and some “browns”
from this fibre stream. When the system is fully operational,
it is expected to result in an overall reduction of more than
10 sorters per day with a potential savings of almost $500,000
per year. The capital cost (including the machines and related
technology) is estimated at
$1.65 million.

Kingston MRF Expansion
Through the E&E Fund, the City of Kingston has been awarded
a $390,000 grant for a two part project to increase the efficiency
of its MRF and enable it to receive materials from a neighbouring
community. These funds will allow the city to expand its “tipping”
floor and bale storage area, and to purchase new processing equipment
including an eddy current separator, two can flatteners and a
new baler. The city’s recycling contractor, BFI Canada Ltd.
will contribute $125,000 to the cost of the project. The improvements
are expected to increase the efficiency of the processing facility,
realizing annual savings of more than $30,000 for the city and
potentially over $100,000 annually for the Township of South Frontenac
whose materials it will also process.
