Over the past two and a half years, Ontario
municipalities have completed 20 E&E Fund projects and in
so doing, significantly expanded the body of knowledge and experience
in curbside recycling. Another 46 projects are currently underway
for a combined total of $12.4 million in approved projects to
date. As we approach 2007, new E&E Fund projects will apply
tools and findings from previous work, examine how best to consolidate
elements of the province’s recycling infrastructure and
benefit from new technologies. The 2007 E&E Fund will make
another $5.4 million available to projects in the established
priority areas and for work that focuses on defining and implementing
Best Practices in Ontario recycling, measuring progress and communicating
solutions. This issue of In-the-Loop highlights key E&E
Fund Best Practices projects. I welcome your ideas about these
and other initiatives.

Blue Box Funding
At the fall Ontario Recycler Workshop (ORW), Glenda
Gies, Executive Director of Waste Diversion Ontario, reported
on funding for municipalities in 2007. As outlined in the presentation,
instead of using the Municipal Funding Allocation Model (MFAM)
tool, funding will be defined by a percentage of each program’s
reported net system cost. The $7 million cost band reduction will
be shared 80% by all programs and 20% by programs above the reasonable
cost band for their group. This will result in two levels of funding,
a higher level for those below the cost band for their group and
a slightly lower level for those above the cost band for their
group.
The presentation also addressed the impact of the
Premier of Ontario’s decision to place wine and spirit containers
on deposit in 2007. On the assumption that Stewardship Ontario
will not have authority to collect fees for these containers and
therefore cannot make payments for them, the Blue Box recycling
system net cost has been recalculated with the removal of about
74,000 tonnes of these containers and associated cost and revenue.
This will result in $6,969,316 less funding from the WDO for 2007.
On December 1, the government announced that the LCBO will provide
$5 million of funding to municipalities for the next two years.

Fund Project Updates
Recycling Program Enhancement & Best Practices
Assessment (PN 226)
This $2.5 million project was launched in September
2006 and will wrap up in May 2007. A diverse project team headed
by KPMG with R.W. Beck will conduct in-depth interviews with up
to 35 Ontario recycling programs to identify activities that constitute
best practices and determine the cost impacts of these practices
for the purpose of setting stewards’ fees for 2008. The
project team features six municipal staff and two steward representatives
on special assignment who are contributing specialized skills
and experience on a full or part time basis.

Joint Solid Waste/Blue Box Collection for Six Northern
Municipalities in York Region
(PN 214)
Six York Region municipalities have developed a regionalized three
stream collection tender and, with the assistance of the E&E
Fund A-Team, will document the impacts of this regionalization
effort on costs, operational issues, opportunities and other relevant
issues (this report will be available soon). The tender, officially
awarded in early November, features weekly recycling, weekly source
separated organics and bi-weekly garbage collection.

Municipal Consultation Sessions on Blue
Box Best Practices (PN 200)
AMRC’s consultation program on Blue Box Best Practices wrapped
up in October. This included four iterative sessions held in Ottawa,
Sudbury, Toronto and London (available for participation in person
or by webcast). They offered an opportunity for municipalities
and others to provide input on potential indicators of best practices,
best practice activities and principles and criteria to use in
framing discussions of the application of best practices. Also
included was an exploration of potential funding allocation approaches
and best practices. Findings will be considered by the Recycling
Program Enhancement and Best Practices Assessment Project Team.

Event Update
November Ontario Recycler Workshop (ORW)
The November 2 ORW attracted more than 100 participants who attended
in person or via webcast. The ORW provides the latest information
on the results of key projects. The next ORW is already in the
planning stages for mid-May, 2007 and more details will be forthcoming

Single Stream Best Practices Manual & Implementation Guide
Sponsored by several industry and government organizations, this
study of best practices in single stream recycling programs was
conducted by the U.S. based Conservatree and Environmental Planning
Consultants. The study team has posted a manual, implementation
guide and executive summary resulting from this work – each
of which are available at http://www.conservatree.com/learn/SolidWaste/bestpractices.shtml.
A module on Single versus Two Stream recycling was
previously developed on the Recyclers’ Knowledge Network.
