Stewardship Ontario Seeking to
Continue Successful Collection & Other Service Provider
Partnerships Under Consolidated MHSW Program

With Environment Minister John Gerretsen’s approval
of the Consolidated Municipal Hazardous or Special Waste
(CMHSW) Program Plan, Stewardship Ontario begins the
work of mapping out how we will expand our responsibilities
for managing household hazardous and special waste generated
in Ontario’s residential and small industrial-commercial-institutional (IC&I) sectors.
We are currently finalizing our procurement
strategy to manage the transition from the Phase 1 MHSW
Program Plan to the Consolidated Plan. To that end,
we will be looking to continue successful collection
partnerships and to contract with other services providers
where needed to optimize collection, transportation,
consolidation and processing services.
We will soon release a Collection Services
Request for Expressions of Interest (REOI) to both municipal
and non-municipal organizations. In addition to this,
REOIs will be released for other system requirements
such as transport, consolidation and processing. Responses
to the REOIs will inform Stewardship Ontario’s
understanding of the current and future market capability
to manage collection services and other system requirements
as cost effectively as possible. Once this information
is gathered and reviewed, we will undertake appropriate
vendor selection procedures as described in the plan.
Municipalities interested in responding
to the REOIs are encouraged to begin to define their
collection service capabilities, assess the potential
value of such capabilities in the context of a provincial
MHSW program, and consider pricing expectations, so
that timely responses can be achieved. Further, municipalities
are encouraged to consider offering transport, consolidation
or processing services where these capabilities are
possible or currently exist.

The Consolidated MHSW program
will launch on July 1, 2010, with extended producer
responsibility (EPR) for 23 material categories (increased
from nine in the current Phase 1 plan). EPR makes industry
responsible for all the collection, transportation,
consolidation and processing activities as per the program
plan. The expanded program includes all batteries, fluorescent
lamps, pharmaceuticals, sharps including syringes, aerosol
containers, switches that contain mercury, portable
fire extinguishes and a number of other materials categories.
The plan incorporates a “consolidated, one-stop
drop” infrastructure for materials management,
with the support of additional material-specific channels
to increase accessibility that will serve Ontarians
well in future years.
