Environment Minister Requests Revisions to Blue Box Program Plan that Include a 70% Recovery Target
Following the WDO’s review and recommendations concerning the five-year-old Blue Box Program Plan (BBPP), Environment Minister John Gerretsen has asked WDO to submit a revised plan to him by April 30, 2010 that:
- Establishes a diversion target of
70% to be achieved by December 31, 2011.
- Improves the methodology for calculating
diversion by including non-municipal collection systems
such as waste generated in multi-residential buildings
that is collected directly by private contractors
and aluminum beverage cans that are collected as fund-raisers
by charities.
- Includes recommendations for packaging-like
materials, sold as products, that are compatible with
current collection and management systems, e.g. aluminum
pie plates, but that are not covered currently by
the Blue Box funding program.
Separately from the revised Plan, the
Minister also directed WDO to deliver a report to him
by the end of February 2010 which reviews material management
issues for packaging and printed paper, focusing on
moving to greater consistency in the list of materials
collected in municipal programs province-wide, and establishing
mechanisms to deal with “problem” materials.
This report is to address the process,
timing and financial implications for requiring consistent
collection of the recommended materials across all municipal
recycling programs.
It also is to recommend a process for
establishing mechanisms to identify and address materials
that pose operational or management problems that hamper
maximum diversion within these material categories.
Stewardship Ontario is working closely
