Welcome to Stewardship
Ontario's In-the-Loop!
In-the-Loop is changing so that
we can communicate with you more effectively. With this
issue, Stewardship Ontario is launching a new, updated
look with broader-based content and a more efficient
format.
Stemming from its roots as an e-newsletter
for municipalities concerning the Effectiveness and
Efficiency Fund, In-the-Loop now focuses on
both Blue Box and Municipal Hazardous and Special Waste
programs.
As well, it will update you on E&E
Fund projects that are still underway and new Continuous
Improvement Fund (CIF) initiatives that are tackling
some of the challenges that bar our path to further
improvements in our Blue Box recycling program.
The more efficient “summary”
format will save you time. The newsletter contains overviews
of each story and if you want to learn more, the embedded
link will take you to the full article.
We think this new In-the-Loop
format will improve Stewardship Ontario’s communication
with municipalities and others in the municipal waste
management community. As always, we welcome your comments

Seeking to Continue Successful Collection & Other
Service Provider Partnerships Under Consolidated MHSW
Program

On September 22, Environment Minister,
John Gerretsen, approved
the Consolidated
Municipal Hazardous or Special Waste (CMHSW) Program
Plan effectively pushing the button for Stewardship
Ontario to begin expanding its responsibilities for
managing household hazardous and special waste generated
in Ontario’s residential and small industrial-commercial-institutional
(IC&I) sectors. Preparations are underway to release
a Collection Services Request for Expressions of Interest
(REOI) to both municipal and non-municipal organizations.
In addition to this, Stewardship Ontario will release
other REOIs for system requirements such as transport,
consolidation and processing in the coming weeks.

Recycling Recovery Rate Nearly
66%
According to the WDO Datacall completed
for 2008, Ontario’s Blue Box recycling system
has surpassed the 65% recovery mark, with nearly 930,000
tonnes recycled.

Environment Minister
Requests Revisions to Blue Box Program Plan that
Include a 70% Recovery Target
In a request
letter sent to WDO in mid-August, Environment Minister,
John Gerretsen, directed WDO to make revisions to the
Blue Box Program Plan (BBPP) including increasing the
target for overall recycling recovery to 70%. In addition
to the revisions to the BBPP, Minister Gerretsen also
asked WDO to recommend how to achieve consistency in
the list of recyclable materials that all Ontario municipalities
accept, as well as how to manage materials that present
challenges in the collection and processing systems.

Develop Markets for Plastic Packaging—Looking
for Blue Box Plastics as Feedstock
Building on the success of the
glass market development fund, Stewardship Ontario and the Continuous Improvement Fund (CIF) are working
to develop and deliver market development assistance

Fundamental Principles of Recycling:
End-of-October Training Session Accepting Municipal
Applicants
The recycling training project
team is accepting applications for the next Fundamental
Principles in Recycling training session to be held
October 26 to 30 for up to 25 participants. A pilot
training session held in May demonstrated the content
of the training program is widely beneficial for anyone
who works in Blue Box recycling. Click

Kingston’s MRF Retrofits
Project Promises Substantial Processing Efficiencies
and Cost Savings
The City of Kingston has completed
a $390,000 MRF retrofit project that combines recognized
efficiencies with innovative, emerging technologies.
Early reports point to faster and more efficient processing,
better litter control, improved product quality, added
capacity and extended MRF life, all of which contribute
to efficient materials processing.

CIF Grants Top $13 Million: Nets
Potential Increase in Processing Capacity of 130,000
Tonnes & $4M in Cost Savings
Additional Funding still Available
As of early September, the Continuous
Improvement Fund (CIF) has approved support for 66 projects
valued at $13.3M that potentially will increase processing
capacity in Ontario by 130,000 tonnes per year and save
$4 million is system costs. With a new, streamlined
application
system and staff support for projects from application
to project completion, many more municipalities are
benefiting from participation in the fund. New project

Third Quarter WDO MHSW Reports
are Due on November 12; WDO Says Late Filing May Result
in Penalties
Municipal MHSW collectors are urged
to file their Waste Diversion Ontario (WDO) MHSW reports
on time to facilitate material tracking and subsequent
reimbursement of partners. A new late submission policy
approved by WDO Board requires that municipalities file
MHSW reports no later than six weeks after each calendar
quarter. The WDO reports that failure to file on time
