MHSW Program Plan (Volume 1) Posted for Review

Stewardship Ontario will hold a consultation workshop/webcast on the development of the revised and consolidated Municipal Hazardous or Special Waste (MHSW) Program Plan in Toronto on Tuesday, May 19, 2009.

Registrants who plan to participate online will receive information on how to login by email on Friday, May 15. The information also will be available at www.stewardshipontario.ca. Following the consultation event, Stewardship Ontario will conduct a series of meetings with the Material Working Groups to obtain input on the material-specific plan components. The dates of these meetings are provided below.

The consultation takes place from 1 to about 4 p.m. EST in the Champagne Ballroom, Novotel Toronto Centre Hotel (directions), 45 The Esplanade, Toronto.

Please take note of these three important steps in the upcoming consultations:

Step 1: Draft Preliminary MHSW Program Plan - Volume 1 posted online. Volume 2 will be posted this evening.

Step 2: Consultation on Consolidated Plan Elements: meeting and webcast to consult on the overall program architecture for the consolidated plan and related substantive changes including revised program goals and objectives, what's included in the program, how the program will work including enhancements to consumer accessibility and public education, program costs and a proposed new program cost recovery model to replace the current fee structure.

Step 3: Material Specific Working Group Consultations: Individual "question and answer" meetings with the working groups regarding the material specific sections of the draft plan will be held according to the schedule below. Members of the working groups are being contacted directly to provide them with details concerning each meeting.

May 22:

• fluorescent lights
• mercury switches
• measuring devices and thermostats
• batteries

May 25:

• pharmaceuticals & sharps
• fertilizers, pesticides
• aerosols

May 27:

• oil filters, antifreeze
• paints & coatings

Background

The program for Phase 1 MHSW was launched on July 1, 2008. The Minister’s letter to Waste Diversion Ontario dated July 22, 2008, requested amendments to the Phase 1 program and development of a Phase 2 and Phase 3 program. This revised and consolidated program plan is due to the Minister on July 31st, 2009. Stewardship Ontario has hosted workshops/webcasts in this series on October 28, 2008, on
January 14, 2009, and on March 4, 2009. This final workshop will complete this consultation process in fulfillment of requirements laid out by Waste Diversion Ontario. This is the final workshop in the consultation process; however, comments will be received on the draft preliminary plan until May 29, 2009.
