Meeting Notice: 3rd and Final Consultation on Developing a Revised & Consolidated Waste Diversion Program Plan for Municipal Hazardous or Special Waste in Ontario

On Wednesday, May 13, Stewardship Ontario will host the last of three workshop/webcasts on the development of a revised and consolidated Municipal Hazardous or Special Waste (MHSW) Program Plan. All stakeholders who have an interest in the continuing development of this waste diversion program plan are invited to attend.

Who Should Attend this Consultation?
The MHSW program plan targets all MHSW identified in Ontario Regulation 542/06 and in the Minister of the Environment’s Program Request Letter. All brand owners and first importers of these products that result in MHSW in Ontario are designated as stewards. They are, or will be required to report and potentially remit fees on the type and quantity of materials designated under the program (if approved) and are encouraged to attend.

The list of materials covered under the program was updated on April 27th to reflect ongoing consultation through the technical Working Groups and other stakeholders.

In addition to stewards, this meeting will also be of importance to municipalities, service providers and members of the public who are interested in MHSW management issues.

Topics to be Covered
The meeting will address several key points raised in the “Draft Preliminary MHSW Program Plan,” which will be posted on the Stewardship Ontario website on Wednesday, May 6.  Agenda items for this meeting are:

  • Introduction and Background to Ontario’s MHSW diversion program
  • Program-Wide Goals & Objectives
  • Accessibility & Overall Program Approaches
  • Options for Discharging Stewardship Obligations
  • Program Cost & Cost Recovery Strategy

There will be time for all participants to provide comments and ask questions. Stewardship Ontario will notify program stakeholders when the Draft Preliminary MHSW Program Plan becomes available on May 6th.

Background
The program for Phase 1 MHSW was launched on July 1, 2008. The Minister’s letter to Waste Diversion Ontario dated July 22, 2008, requested amendments to the Phase 1 program and development of a Phase 2 and Phase 3 program. This revised and consolidated program plan is due to the Minister on July 31st, 2009. Stewardship Ontario hosted the first workshop/webcast in this series on October 28, 2008 and the second on March 4, 2009. This third and final workshop will complete this consultation process in fulfillment of requirements laid out by Waste Diversion Ontario.
