ALL STEWARDS IDENTIFYING AN ENVIRONMENTAL LEAD IS NOW A MUST (July 4, 2011)
We have made a change to the WeRecycle Portal. When you begin to enter your Q3 Report you will notice that identifying an Environmental Lead is now mandatory. Please indicate whom in your company fulfills this role.
Although this individual may be the same as your primary or secondary contacts, they must be re-entered as the Environmental Lead. This will ensure that we are connecting with the correct individual in your organization about stewardship matters that are outside the realm of reporting and compliance.

Penalty Notice – MHSW Stewards (April 15, 2011)
Effective Aug. 1, 2011 stewards who fail to report and pay fees by the dates specified in Appendix C of the Rules will be subject to a late-reporting penalty calculated at 10 per cent of the fees due and interest on unpaid fees.
Any steward that has been notified of their MHSW Program Obligation and has failed to report is subject to a late-reporting penalty. Penalties are retroactive to the original notification date.

MHSW Steward Consultations – New Material Definitions
Between February 22 and March 3, 2011, Stewardship Ontario held six consultations in order to present, discuss and get steward feedback on draft Phase 1 MHSW Program Plan material revisions. The sessions were very well attended with over 90 steward companies and associations represented. Interested parties were also encouraged to submit questions and comments during a one week “comment period” following each consultation.
Approximately 155 individuals attended from more than 90 Steward companies and industry associations.

For Municipal Hazardous or Special Waste (MHSW) Stewards (February 18, 2011)
New Phase 1 MHSW Program Plan in Development – Consultations Coming Soon
Stewardship Ontario is developing a new MHSW Phase 1 Program Plan as requested by the Minister of the Environment. To help form this new plan we are hosting a series of stewards and steward association consultations. Invitations to attend the consultations were sent out via email the week of February 7th to all registered Phase 1 MHSW Stewards – primary and secondary reporting contacts as well as environmental leads – and applicable industry associations.
The purpose of these meetings will be to review draft MHSW material definitions and receive feedback and suggestions from attendees. These meetings will also update stewards on our recent activities and the direction we have received from the Ministry on amending the MHSW program over the last few months.

Solvents – Feb. 23, 2011 from 9 to 11am

NEW BATTERY-INCENTIVE PROGRAM LAUNCHED FEB. 1, 2011(February 28, 2011)
Stewardship Ontario launched a new Battery Incentive Program for independent service providers this month. The program for single-use dry cell batteries, will incent service providers to set-up public-facing Battery Drop Zones (collection sites and collection activities) throughout the province – making it easier for consumers to drop-off their used batteries during their daily routine.
The objective of the program is to effectively and efficiently increase the diversion of batteries from landfill and ensure collected batteries are recycled to recover the highest possible amount of reusable materials. This will in turn assist Stewardship Ontario in reaching the new target for battery collection which has increased from five to 20 per cent (as of July 1, 2010).
In the first year of operations Stewardship Ontario collected 453,000 kg of batteries. In order to meet our new 20 per cent target we will need to collect 1,238,000 kg of batteries from consumers. We believe this program will help us achieve that goal.
The program has two incentive components for service providers:
- Battery Recovery Incentive (BRI): A payment model that has been established to achieve collection/transportation objectives set by Stewardship Ontario to approved Transporters for the collection, recovery and delivery of batteries to an approved battery Processor.
- Battery Processing Incentive (BPI): A payment model that has been established for the sorting, processing and disposition reporting of batteries in accordance with the MHSW Program Processor Standards.

MARKET DEVELOPMENT SUCCESS STORY (February 28, 2011):
ICE RIVER SPRINGS PLASTIC BOTTLE-TO-BOTTLE RECYCLING
--FIRST OF ITS KIND IN NORTH AMERICA
Stewardship Ontario congratulates Ice River Springs, a bottled water company headquartered in Feversham, Ontario! Ice River Springs is the first bottled water company in North America to self-manufacture its own resin (through PET recycling) and produce plastic water bottles made of 100 per cent recycled plastic.
Ice River Springs is already a North American leader in light-weighting – currently producing a 500ml bottle with one of the lowest amounts of plastic in the industry. Since November, food-grade, RPET (recycled PET) resin produced in the Shelburne plant, operating as Blue Mountain Plastics, is used to manufacture 100 per cent RPET content bottles in this same lightweight bottle. Together with the company’s proprietary cap design, the 500ml bottle and cap combined weighs less than 10 grams.
Stewardship Ontario has been providing advice to Ice River through during this effort, in particular to support their effort to process bales of Blue Box plastic that consist of a mixture of bottles and “clamshell” thermoform plastic. Success in this part of the initiative is a key step forward in Stewardship Ontario’s efforts to add a wider range of steward packaging to municipal Blue Box Programs and ensure that consumers in Ontario can confidently recycle a wider range of plastics.
Stewardship Ontario is very pleased about Ice River Springs’ commitment to reusing Blue Box materials as feed stock for the production of their bottles – a testament to the fact that there continues to be untapped potential in Ontario’s world renowned curbside recycling system.

Revised 2011 MHSW Rules Approved (January 18, 2011)
As shared in December, the Revised MHSW Rules for 2011 have been approved by Waste Diversion Ontario.
IMPORTANT: The rules do not include any changes to the MHSW fee schedule currently in effect. Rather, the revised rules are designed to do the following:
- Consolidate the Phase 1 material definitions (from the Phase 1 MHSW Plan) and the July 2010 fee schedule (from the Consolidated MHSW Plan) into one document for ease of reference.
- Provide for extended payment periods following each quarterly reporting deadline. Stewards will now have an additional 30 days from the reporting deadlines to pay fees.
- Provide reporting guidance around which materials are obligated by including more examples of material inclusions and exclusions.
- The Revised MHSW Rules for 2011 stem from the many conversations we have had with stewards and we are taking the opportunity to make changes that you have requested.
Eco Fee Brochures for Retailers (January 18, 2011)
Stewardship Ontario has worked with the Retail Council of Canada to develop an FAQ brochure with accompanying sample fee schedule for retailers to provide to their front line or customer service staff and customers.
We hope this will help alleviate some of the challenges retailers may face when interacting with consumers about fees on household hazardous and special waste products.
There are two versions of the brochure (each available in English and French). Both versions are provided as PDFs and are intended for printing off in-house or at a local “quick copy” shop.

Blue Box payment deadline is April 30, 2011 (December 30, 2010)
As a valued Blue Box steward, we would like to thank you for your ongoing support and commitment. Your participation is fundamental to the continued success of the Blue Box Program, to creating a better environment, and ultimately to fostering sustainable communities throughout Ontario.
Over the coming months, Stewardship Ontario will be distributing more information about the Blue Box Program, how it is working, and what the future may hold. Blue Box is still by far the most convenient and cost-effective way to recycle printed paper and packaging, and Stewardship Ontario is committed to ensuring that the business community is recognized for its ongoing contribution to its success.
In the meantime, it is necessary for Stewardship Ontario to remind you of your obligation under the Waste Diversion Act, 2002 to file your Annual Blue Box Steward Report and submit fees. Rules containing the fee schedule for printed materials and packaging for the coming year is available for your review HERE. Key dates associated with your report are as follows:

In 2010, Ontario’s Blue Box Program achieved a diversion 65.3 per cent, 5.3 per cent above the targeted rate of 60 per cent. New Audit Procedure (Dec. 22, 2010)
We wanted to take this opportunity to let you know that Stewardship Ontario has improved our steward auditing protocols. This new process will begin in January 2011.
The new audit process is intended to benefit the Blue Box steward community as a whole. The goals are three-fold:
Ensuring accurate fee-setting.
- Verifying the accuracy of reports and the tonnage reported will help ensure accurate fee-setting. The data we have collected directly impacts fees – reports of incorrect tonnage means that fees could be set too high or too low based on false trends.
Confirming fee obligations are accurate.
- By reviewing reporting methodologies and ensuring calculations are correct we can all be certain that no steward pays any more or any less than they are obligated to pay.
Levelling the playing field.
- This process will assure members of the steward community that there is no unfair competition. Stewards and Stewardship Ontario will know that the integrity of the Blue Box Program is being maintained – that all companies in Ontario are being treated equitably and contributing appropriately.
Stewardship Ontario will strive to ensure this process creates as few demands as possible on your employees.
Those companies that are selected for audit will be notified by letter in the New Year.

Keeping stewards informed (Oct. 12, 2010)
Today the Government of Ontario announced changes to the Orange Drop hazardous waste recycling program. Stewardship Ontario will be working closely with the Ministry of the Environment to work out the details of these changes. The changes will affect stewards as follows:
For Stewards – Phase 1 Materials:
Stewardship Ontario will continue to deliver the successful municipal hazardous and special waste program for the nine Phase 1 materials designated when the program began on July 1, 2008. Stewardship Ontario continues to be responsible for the cost of recycling and/or safe disposal of these materials. Stewards will continue to be responsible for paying fees to Stewardship Ontario so it can discharge its responsibilities. Consumer fees continue to be a matter of commercial choice.
For Stewards – Phase 2 and 3 Materials:
Stewardship Ontario will no longer have financial obligations associated with Phase 2 and 3 materials. As per the statement by the Minister of the Environment: “The province will begin to provide funding to municipalities to properly manage, recycle and dispose of fire extinguishers, rechargeable batteries, compact fluorescent light bulbs, needles, mercury containing devices, and pharmaceuticals.” We will keep you apprised of information as it becomes available.
Stewardship Ontario is proud of its accomplishments – in particular the successful growth of the Blue Box, and the performance of municipal hazardous and special waste diversion. In 2009 alone, the Orange Drop program diverted more than 17.3 million kilograms and over 2.2 million litres of hazardous and special waste from our landfills and waterways.

STATEMENT FROM STEWARDSHIP ONTARIO
October 12, 2010 - Today the Government of Ontario announced changes to the Orange Drop hazardous waste recycling program. Stewardship Ontario will work closely with the government and our partners to make the necessary changes and continue to deliver Ontario’s highly successful recycling programs.
Stewardship Ontario will continue to deliver the municipal hazardous and special waste program for nine Phase 1 materials that began on July 1, 2008. Consumers can go to www.stewardshipontario.ca to find a list of Phase 1 materials and the closest location to take them. We will also continue to manage the highly successful Blue Box program, for curbside collection of a variety of paper and packaging materials.
Our work with consumers indicates that while there is broad support for a hazardous waste recycling program, more needs to be done to educate consumers and address their needs and concerns. Stewardship Ontario has already taken a number of positive measures to improve the Orange Drop program and strengthen accountability and transparency.
Here’s what we’re doing:
- Establishing a Consumer Advisory Committee to reflect the public interest and ensure that consumer concerns are addressed when developing and implementing programs. The committee is guided by the belief that industry stewardship plans are most successful when they have the support of those whose participation is critical.
- Transitioned the Board of Directors to a competency-based model that selected 14 industry directors and two independent directors from a pool of over 400 applicants. Stewardship Ontario will move quickly to fill the independent positions with consumer advocates.
- We are currently undergoing a complete review of all our programs (performance audit) to ensure that our programs are delivered as efficiently and effectively as possible.
Stewardship Ontario is proud of its accomplishments – in particular the successful growth of the Blue Box, and the performance of municipal hazardous and special waste diversion.
Today more than 95 percent of Ontarians recycle and Ontario has one of the world’s highest recycling rates at almost 70%. In 2009 alone, the Orange Drop program diverted more than 17.3 million kilograms and over 2.2 million litres of hazardous and special wastes from our landfills and waterways. At the same time, we have contributed approximately $375 million to municipalities for the collection, processing and safe disposal of Blue Box and Orange Drop materials, offsetting the need for property taxes for these services.

Fees for Phase 1 MHSW materials continue (July 27, 2010)
Further to Stewardship Ontario’s E-lert of July 20, 2010, materials added to the Orange Drop program on July 1, 20101 have been exempted from steward fees. However, fees for Phase 1 materials continue.
This e-lert is to confirm for stewards that fees will apply to Phase 1 materials as defined in the Phase 1 Rules for the period January 1 to June 30, 2010 and the fee rates approved by the WDO on May 12, 2010 and set out in the Rules for the period July 1, 2010 to December 31, 2011.
Stewardship Ontario is currently reviewing reporting and payment procedures for Phase 1 materials and will advise stewards in due course.

Minister of the Environment: Eco fees suspended (July 20, 2010)
John Gerretsen, Ontario’s minister of the environment, has ended “eco fees” on all materials that were added to the Municipal Hazardous or Special Waste (MHSW) Program on July 1, 2010.
The move, announced at a press conference this morning, applies to Phase 2 materials only (materials added to the program on July 1, 2010). Consumer eco fees can continue to be levied on the nine Phase 1 materials introduced in July 2008.
To make this happen, government has told Stewardship Ontario that the steward obligation to pay Stewardship Ontario fees for Phase 2 materials – the 13 additional classes introduced July 1, 2010 – will be suspended for 90 days.
There are no changes to the steward obligation for the last quarter of Phase 1 (April 1, 2010-June 30, 2010). Stewards should report their sales of Phase 1 materials for this period as required by July 31, 2010.
Changes to reporting processes will be required to accommodate this decision for the third quarter of 2010 (July 1 to September 30). Please do not report data for this period at this time. Further instructions on Q3 reporting will be provided in the near future.

What You Need to Know
• Business as Usual for MHSW Program: Both Phase 1 and Phase 2 of the MHSW or Orange Drop will operate as usual. Stewardship Ontario will continue to collect, transport and process all 22 designated materials, and to educate consumers about the importance of the program – and our success in diverting these materials from our landfills and waterways.
• Steward Reports and Fees on Phase 1 Stay: Stewards will continue to report and pay fees on Phase 1 materials as they were defined at that time (paints and coatings, solvents, oil filters, oil containers, single-use batteries, pre-packaged antifreeze (under 30 litres) and related containers, pressurized containers and pesticides, fungicides, herbicides, insecticides and their containers).
• Please Report Sales for Phase 1 Second Quarter Only: No changes have been made to steward reporting or payment for Phase 1 for the period from April 1 to June 30, 2010. Stewards are asked not to submit a report for Q3 (July 1 to September 30, 2010) at this time. Instructions for reporting and paying fees for Phase 1 materials for this period will be issued in the near future.
• Eco Fees Banned on Phase 2 Materials: Retailers may continue to charge an eco fee on Phase 1 products. Government has implemented a consumer-protection hotline (1-800-889-9768 or TTY: 416-229-6086 or 1-877-666-6545) to receive consumer complaints.

Reminder: Blue Box reporting, invoicing (April 19, 2010)
Many of you have called to tell us that you have not received your invoices for your first-quarter Blue Box payment, which is due April 30. As a reminder, with the new WeRecycle online reporting system, your invoice will be automatically e-mailed to you as soon as you click "Submit Report." If you did not receive your invoice right away (and it hasn't appeared in your junk e-mail), call Steward Services at 1-888-288-3360.
MHSW deadline extended until April 12 (April 5, 2010)
Haven’t filed your 2009 sales data yet? Here’s your final chance… While the 2009 MHSM sales report was due March 31, the online reporting system will remain open until Monday, April 12. The sales data will be used to recalculate steward fees for the consolidated MHSW program – and the better the data, the more accurate the fees.
Calling all Phase 1 MHSW stewards (April 5, 2010)
If you're a MHSW steward, you still have two quarters of Phase 1 reporting before the consolidated MHSW reporting cycle begins in July. Your first 2010 quarterly report and fees are due no later than April 30, 2010. Of course, you don't have to wait until the deadline. You can file your report and make payment any time this month.
Blue Box 2009 steward reports due (April 5, 2010)
Annual Blue Box steward reports, due by March 31, are still being accepted. If you weren't able to file your report by the deadline, please visit our online portal and file today. As a reminder, your first quarterly payment is due at the end of April.
MHSW stewards reminded to file first-quarter 2010 report (March 29, 2010)
Existing MHSW stewards are able to file their Q1 MHSW reports, as of April 1 on our new online reporting system. Payments are due by April 30.
March 31 reporting deadline for Blue Box and CMHSW stewards (March 29, 2010)
Three, two, one…with less than three working days left to submit 2010 reports on our new online reporting system, the countdown is on. This year, the March 31 reporting deadline applies, as usual, to Blue Box stewards with the first quarterly payment due on April 30 - log on to WeRecycle. Stewards who are obligated under the Consolidated MHSW plan, which takes effect July 1, are required to file their report on 2009 sales by Wednesday, March 31. (This is a one-time only requirement and no payment applies to the report.) As a reminder, this report is being used to recalculate CMHSW fees.
