Background
The Stewardship Ontario Board of Directors agreed to undertake consultation
on the Blue Box Program Plan (BBPP) and Stewardship Ontario's Funding Formula for
stewards, prior to setting fees for 2007. This review was undertaken within the
context of the Waste Diversion Act (2002). (A review of the Act
itself was beyond the scope of this consultation program.)

The objective of this review was to provide an opportunity for all stakeholders
to re-evaluate the currently approved funding formula and to consider whether potential
modifications or alternative approaches would better support the goals of the BBPP,
the policy objectives and the legal requirements of the Waste Diversion Act (2002).
The current funding formula has been used for setting fees for the first four program
years of the BBPP for the period of 2003 through 2006. During this time, minor modifications
to the Plan Rules have been implemented.

A Steering Committee comprised of Stewardship Ontario Board members Lyle Clarke
(LCBO) and Neil Antymis (PBG) was directed by the Board to oversee this review process.
In addition, an Advisory Committee including representation from a broad
cross section of stakeholders was established to provide input to the work of the
Steering Committee.

Detailed Fee Tables

Through the consultation process reviewing the BBPP and current funding formula,
some stakeholders requested that a version of the fee calculations be made available
that allows them to observe the effects of changes to the model parameters (e.g.
factor weightings). For that purpose, the following detailed tables show the calculation of the recommended
2006 fees and allow for changes to the model parameters and key inputs.

Please note that Stewardship Ontario does not have unfettered authority to make
changes to the factor weigthings or to any other aspects of the funding formula.
Any modifications to the funding formula must meet the policy objectives and legal
requirements of the Waste Diversion Act.
