On December 22, 2003, Ontario’s Minister of the Environment, Leona Dombrowsky informed Waste Diversion Ontario (WDO) that she had approved the Blue Box Program Plan (BBPP). The Minister also requested that WDO undertake a series of new measures for the BBPP, including a cost containment plan. WDO submitted a Cost Containment Plan to the Minister in July 2004. On December 30, 2004, the Minister approved WDO’s cost containment recommendations and requested that the plan be implemented on an accelerated schedule. Among other activities, the Plan called for the determination of Blue Box system cost to be based on best practices in 2008.
The Municipal-Industry Program Committee (MIPC) of WDO has been addressing the challenge of identifying best practices and how to determine best practice costs for setting stewards’ fees through the Blue Box Recycling Program Enhancement & Best Practices Assessment Project.
Parallel to this, Stewardship Ontario provided funding support to the following project: Blue Box Residential Recycling Best Practices: A Private Sector Perspective.
Through its E&E Fund, Stewardship Ontario also funded a supplementary study with the objective of offering a stewards' perspective on recycling Promotion & Education as well as practical advice that communities may use to expand or enhance their recycling P&E activities.
