Program Plan

In December 2006, the minister of the environment issued a program request letter to Waste Diversion Ontario (WDO), requesting a diversion program for Municipal Hazardous or Special Waste (MHSW) to be implemented in phases.


The MHSW Program Plan was subsequently developed by Stewardship Ontario in conjunction with and on behalf of Waste Diversion Ontario, the agency created to oversee and implement MHSW and the province’s other waste diversion programs, including Blue Box. The first Program Plan was approved by the minister of the environment and dealt with phase one of the MHSW program, which launched July 1, 2008 with nine material categories.

Then in July 2008 the minister of the environment sent a program request letter amending the MHSW program. The minister of the environment directed Stewardship Ontario to begin the second phase of the diversion program and consolidate the third phase of the program into the second phase.

The final consolidated MHSW Program Plan was approved in July 2009 and presented in two volumes:

Volume I provided an overview of the overall program design, how stewards were to meet their obligations under the Waste Diversion Act; preliminary program cost estimates and cost-recovery schemes, and how the program was intendeded to be delivered.

Volume II provided plans for each of the material categories established under the consolidated program. It set out, for each material, the definition, market and product information, the quantity estimated to be available for collection, the infrastructure for managing the material, the accessibility strategy and collection targets and estimates costs and fees for year one based on the limited data available at the time. Actual fees were provided with the material definitions in Appendix A of the Rules available here.

On October 12, 2010 the Ministry of the Environment revoked the consolidated program and subsequently requested a revised MHSW Plan. Stewardship Ontario has continued to operate the Orange Drop Program in its entirety at the request of the government during this transition period.
