The Blue Box Program Plan is developed by Stewardship Ontario in conjunction with and on behalf of Waste Diversion Ontario, the agency created to oversee and implement Blue Box and the province’s other waste diversion programs, including unicipal hazardous and special waste. Following approval by the Minister of the Environment, the first Blue Box Program Plan took effect on February 1, 2004. A guide to the Blue Box Program Plan was also published and is available on the WDO's website.

Revisions to the original program plan aimed at boosting the recycling rate were requested by the Minister of Environment in August 2009. After extensive consultation with stakeholders, a new revised draft was presented to the Board of Directors of Stewardship Ontario and subsequently the Board of Directors of WDO. The final revised program plan was submitted to the Environment Minister for review on April 30, 2010 and is currently pending approval from the MoE.
