For New Stewards

If your organization is a resident in Ontario and a brand owner or a first importer that sells or distributes products that are designated as Municipal Hazardous or Special Materials (MHSM) in the Ontario marketplace, you may be a steward of the Municipal Hazardous or Special Waste (MHSW) Program.

A Municipal Hazardous or Special Materials (MHSM) steward is the brand owner or first importer into Ontario of designated materials that result in MHSW. The Program Plan for Phase 1 materials began July 1, 2008. The newest set of rules can be found here.

About the fees

Fees for each material category will be calculated annually based on how much it costs to manage the material in the program. Stewardship Ontario’s Fee Setting Methodology is approved by the minister of the environment and is applied to each material.

Some of these fees are marked as “Measured Return Share.” (MRS) MRS means that fees will be based on each steward’s share of the cost of managing the designated products when they are returned by consumers for environmentally appropriate management.
