Orange Drop (MHSW) 2012 Rules and Fee Schedule Now Posted

The 2012 Rules and Fee Schedule for the Orange Drop Program (MHSW) are now available here. Please note that there have been no significant changes to either document and that the 2011 Rules and Fees have essentially been extended to December 31, 2012. Fore more information, please click here.
 

Revised 2011 MHSW Rules Approved

The Revised MHSW Rules for 2011 have been approved by Waste Diversion Ontario.

IMPORTANT: The rules do not include any changes to the MHSW fee schedule currently in effect. Rather, the revised rules are designed to do the following:

  • Consolidate the Phase 1 material definitions (from the Phase 1 MHSW Plan) and the July 2010 fee schedule (from the Consolidated MHSW Plan) into one document for ease of reference.
  • Provide for extended payment periods following each quarterly reporting deadline. Stewards will now have an additional 30 days from the reporting deadlines to pay fees.
  • Provide reporting guidance around which materials are obligated by including more examples of material inclusions and exclusions.

The new rules stem from the many conversations we have had with MHSW stewards and we are taking the opportunity to make some of the changes that you have requested.

 

Statement by Minister of the Environment

On October 12, 2010 Ontario’s Minister of the Environment John Wilkinson made a statement regarding waste diversion.

Stewardship Ontario sent the following to all Stewards the evening of October 12th:

Today the Government of Ontario announced changes to the Orange Drop hazardous waste recycling program. Stewardship Ontario will be working closely with the Ministry of the Environment to work out the details of these changes. The changes will affect stewards as follows:
 

For Stewards - Phase 1 Materials:
Stewardship Ontario will continue to deliver the successful municipal hazardous and special waste program for the nine Phase 1 materials designated when the program began on July 1, 2008. Stewardship Ontario continues to be responsible for the cost of recycling and/or safe disposal of these materials. Stewards will continue to be responsible for paying fees to Stewardship Ontario so it can discharge its responsibilities. Consumer fees continue to be a matter of commercial choice.
 

For Stewards - Phase 2 and 3 Materials:
Stewardship Ontario will no longer have financial obligations associated with Phase 2 and 3 materials. As per the statement by the Minister of the Environment: “The province will begin to provide funding to municipalities to properly manage, recycle and dispose of fire extinguishers, rechargeable batteries, compact fluorescent light bulbs, needles, mercury containing devices, and pharmaceuticals.” We will keep you apprised of information as it becomes available.

In 2009 alone, the Orange Drop program diverted more than 17.3 million kilograms and over 2.2 million litres of hazardous and special waste from our landfills and waterways.
